Canada’s Capital Region--The National Capital Commission (NCC) has received detailed proposals from two pre-qualified proponents for the redevelopment of LeBreton Flats, one of the largest and most significant urban development sites in the core of Canada’s Capital. In alphabetical order, the proponents are as follows:
- DCDLS Group (formerly Devcore Group)
- Rendez Vous LeBreton Group
On February 18, 2015, four groups were pre-qualified for the request for proposals (RFP) process, and were invited to prepare and submit detailed proposals. The NCC will now undertake a review of the submissions to determine if they meet the mandatory requirements of the RFP. The RFP document is now available online.
The proposals that meet the mandatory requirements will be presented at a public consultation on January 26 and 27, 2016, at the Canadian War Museum. During the two-day event, exhibition rooms will showcase each proposal, and proponents will make presentations followed by a question and answer period for the public. The presentations will be webcast and live-streamed on Periscope to allow Canadians across the country to view and comment on the proposals. Canadians can submit their comments by completing an online questionnaire, which will be available from January 26 to February 8, 2016. Comments received by the public will be provided to the evaluation committee.
The RFP document includes details on the competitive process, as well as the NCC’s design and business objectives that guided the preparation of each proponent’s submission. In addition, the document outlines the criteria that will be used by the evaluation committee to evaluate the proposals. These criteria are as follows:
- market rationale
- development plan
- decommissioning and sustainability strategies
- transportation plan
- servicing plan
- delivery model
- risk assessment and mitigation strategies
An independent third-party fairness monitor has been engaged to observe the entire process. An interim report on the fairness of the competitive process to date is now available.
